I can only comment on stuff I worked on  other stuff I don't know enough about to be babbling about.

AUR is connected to a CHAR, not to the account.
So if I would like to dress 3 char, then I need three plex. (or buying with one character and the contracting to the other characters on the account. Still needs to pick up etc..)
It has been stated by CCP Incognito that we'd be able to transfer AUR directly between chars. And no, no timeline or how. Search for the devblog about the monocle/AUR shop and follow the comments-thread (post #80)
